That's pretty astute. Luckily it's not universal. I have visited and been to communities that have found various ways (not some patented(TM) way) of solving it. And it's different for every community. You just have to travel enough out of the normal zone to find the threshold of the global insanity...

Makes sense that as Brazil is starting to fail, or at least in a deep crisis, anything they have to distract the attention of the public they are going for.

I'd say when protestors actually storm into the legislature and take it over, they've got a problem.

Even if you delayed the signals to and from the towers, to confuse the GPS system of your location.. your friends will just say 'no, the delay of signals confused the satellites.'

But I still like the idea of the project, as it will require you to learn a great deal about radio waves, antenna, etc.
