Because in the US all albums are released on Tuesday (as on 9/11/2001), and the vast majority of artists lack the power to tell the studios which date on which to release it.
No idea if Dylan even cares enough to try to delay the release. In any case, it was available last Tuesday in Holland.

Of the 5 albums Dylan has released this century, 40 % of them have been released on the 11th of September. The first and last are separated by 11 years. There are no coincidences anymore. That time is long gone. Everything is thought out and scripted. Coincidence exists on a personal level only.

One thing I have noticed recently is how many other artists say the following line " and Bob Dylan introduced me to drugs". Again where is the centre? Not sure.

Again not sure. His songs are full of compromising emanations though
The song 'tempest' from the latest album contains 45 verses. 4+5=9. 9 disappears just like Bob.
