This photo was taken on September 16, 2001 using a Kodak CLAS Digital Film Scanner / HR200.

You seem to be implying that a "fill" or some other lazy "wash" of a color is what has caused the right side of the WTC imagery to have a less noticeable border. Right?

Nope, I'm running it on my windows machine. I must have compiled it myself, can't remember. I can zip it and send you the binary, you can drop it into C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins

Download->double click->drag file to desktop or directly into C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins
Fire up Gimp, it should appear on the Image menu.
second edit: Word of caution, it's a memory hog, images no greater than 400x300, I usually scale down then back up!!
