There simply is no other way to interpret this Bill as in 2020 they were only voting on it and not doing any changes to the text (or maybe not). The word "Novel" is clearly in there, a word which was started to be used only in 2020. Would this wording have been inserted in 2020 ?? Not knowing how this bill writing was done leaves me confused.

The Bill was clearly introduced in January 2019 under a different name. There is no smoking gun here and I would hate to have our reliable and legitimate research tainted for the average reader.

I’ve reviewed the Bill referenced in the above posts, and it's definitely not any kind of “smoking gun” evidence. Spending bills are routinely advanced as “continuing resolutions” these days, and the titles are subject to change—which isn’t always so readily clear.
In this instance, there were a total of 15 amendments to it, and they were all submitted between March 22 and March 25, 2020.
The title of the Bill referencing “Coronavirus” wasn’t included unit it was passed by the Senate on March 25, 2020. The House Bill was entitled “Middle Class Health Benefits Tax Repeal Act of 2019.”

You’d be amazed at the legislative process, particularly concerning the federal government. A spending bill that passes the House then goes to the Senate. A single Senator may try to attach a completely unrelated Amendment to the Bill, and if it’s not objected to, it will end up in the final Bill passed by the Senate. Then the House can pass the Senate version, or it can be sent to a “Conference Committee” to hammer out the differences. At the end of the day, the final Bill has to be approved by the full House and Senate before being submitted to the President. And yes, it can start out as one thing, and end up something else entirely. What disturbs me about this is that it was introduced on the 24th of January 2019.
Can anyone shed light on the fact that this bill was introduced almost a year before the virus?
