What does this mean, is this a possibly a setup up for another psy-op? Could they be hoping that they no longer have to create those and that we will destroy ourselves?

Sometimes a cigar is just a cigar; I don't think it really "means" anything, other than the fact they're making sure everybody knows about these things.
It may be selective news, delivered in a sensationalist way and intended to create paranoia and/or cause instability and chaos, but I don't think it's fake per se ... I can't see any reason why you couldn't use a 3d printer to make a gun.

I'd suggest that 3D printers will soon offer all sorts of opportunities to 're-industrialise' the West.
If they turn out to be as good as the hype, China's dominance as global provider of cheap 'widgets' will be threatened.
Maybe this furore over printed guns, is the pretext for regulation and control?
