I think you are correct... To convince us that enslaving the middle east is the only option we have, that wars are better than the destruction of the planet: this seems to be a very plausible reason, for both the BP oil spill and the Fukushima hoaxes. What counts is to makes us indignant for something that isn't real, so that we are not going to be indignant for something that is.
I think this is applied at local level too, and very effectively.

Personal story: I live in the middle of a large agricultural undeveloped area, where most of the land is taken by fields and woods etc (large by Lombardy standards, obviously). Recently Berlusconi and the Lombardy region decided that a new super highway was to come by here. People are opposing it strenuously.
After months of confrontation between the little towns and the government, they told us that another super highway was going to be build in the same area, for another purpose. The two new roads chocking three or four of these old little agricultural towns and villages. So people were appalled and even more pissed and fought back. As a result, people won! the second super highway is not going to be built after all, only the first! What a great victory!
Except, it is my contention that there was no second super-highway...
