I corrected for the camera shake.. still seems to me like very little movement here from anyone but "Breivik".. maybe I am wrong, but it looks weird to me.

Yeah, it's just meant to be the cops standing & listening to 'him' describe his 'actions'. Doesn't matter what moves or doesn't move in these 'from a distance' movies, Ken, it's clear enough now that they'll ONLY show a moving Anders-sim from at least 500 metres away!
Any of 'him' with recognizable features will be a STILL. See my post again here

Really! So, if you watched the video, please explain how that "navigation light" moved from below his right 'hand' at shoulder level, @ 1:02, to sticking out of his head at 1:05?
